The Research On Administration Of Marine Ecological Environment In China

Ocean is a basic component of the global life support system,and it is also helpful to realize the sustainable development of the precious wealth.With the increasing shortage of land resources,the growth of human social and economic development will be more and more to the ocean.To ask for resources from the sea,to the sea to benefit,has become the strategic choice of economic development in the coastal countries.However,the modern marine development activities in the rapid display of its huge economic benefits,but also to the marine ecological environment to bring a greater impact,making the marine ecological environment is facing a more severe test.In the final analysis,the problem of the marine ecological environment is a human problem,which is the result of human’s improper behavior.Therefore,it is necessary to realize the coordinated development of the marine economy and the marine ecological environment protection by the marine ecological environment management to realize the rational allocation of the sea resources and the regulation and coordination of the human behavior.On this level,it is significant to explore the management of marine ecological environment in China.This paper mainly studies the marine ecological environment in China from five parts.The first part is the introduction,which mainly describes the background significance,research ideas and methods of the research of this paper.The second part is the related concepts and theoretical basis,to the marine environment,marine ecological environment management and its subject and content were defined,and the theory of public governance,new public service,sustainable development and environmental public functions in this paper.In the third part,first,the author reviews the since the founding of the People’s Republic of China historical evolution of marine ecological environment management in China,from the aspects of management at different levels,different functions,different content to marine ecological environment management in China for the initial period,formation period,development period and perfecting period four stage.Secondly,the problems existing in China’s marine environmental management existing initiatives,management and analysis of the cause of the problem were.Secondly,from the existing institutions of our country and measures to sort out the existing problems in the management of ecological environment in our country and analyze the reasons for the problems.The fourth part mainly analyzes the current situation and characteristics of the marine ecological environment management in the United States,South Korea and Canada.In the fifth part,according to the problems existing in the management of marine ecological environment of China analysis and reference of Shanghai international ocean ecological environment management in developed countries experience and inspiration,combined with our existing initiatives and status,from the marine ecological environmental protection consciousness,system construction,institutional set-up and operation mode of the marine ecological environment management in China put forward effective suggestions and countermeasures.
