Application Study On The Evaluation Of Jiangxi Ecological Capital

Ecosystem with its functional effect is the fundamental factor which influences the development of human kind; however, the significant value of ecosystem has always been overlooked. People didn't realize the importance of ecosystem until they suffer from the serious result of environment pollution, especially the notorious"Eight social effects of pollution". Under that circumstance, western researchers have proposed the notion of ecosystem with its functional value, and they began to calculate the cost of natural resources and ecosystem, conducting the work on assessing the regional eco- assets.The author has reviewed the academic published paper concerning the regional eco- assets, and took Jiangxi province as the research case, adopting the MODIS to classify the types of ecosystem such as farmland, forests, wetland, urban, water, grassland etc as well as calculate their corresponding area. The author has also defined the value of unit area for various ecosystem, then finally obtained eco-assets of various ecosystem in 2001and 2006. In addition to the previous work, this author has carried out a series of research on the application of eco-assets which include the Harmonious Degree of Jiangxi province and driving forces analysis, the analysis on eco-compensation, and the sustainable relationship with regional economic. Through the calculation on eco-assets in Jiangxi province, the conclusions may be as followed:1. The total eco-assets in Jiangxi Province has increased 5.292 billion from 2001 to 2006 .From the perspective of spatial changed ,the structure of eco-assets in Poyang lake were the most distinguishable object to convert. Large area of farmland ecosystem has changed into water or wetland ecosystem; wetland and farmland ecosystem also had changed into urban ecosystem; however, the change of forest ecosystem was not noticeable.2. By the driving force analyzing, the social and economic factors which consisted of ecological projects, industry structure adjustment, economic development etc were the most responsible causes for the change of eco-assets; however, the influence of natural factors was comparably small.3. The adjustment of economic development strategy by Jiangxi government, industry structure adjustment and Jiangxi's magnitude eco-assets were the reasons of huge Harmonious Degree between 2001 and 2006 year.4. The surrounding area of Poyang lake as well as upper stream area should benefit from the mechanism of eco-compensation such as taxation, favorable policy, consider their loss and sacrifice for the steady eco-assets growth.5. The Harmonious Degree indicators based on the eco-assets can be used the followed application, such as assesstion the achievement of local government, decision-making, and enhancement of the public's environment protection conscious , achieving the local sustainable economic development.
