Study On The Sustainable Development Assessments And Theirs Countermeasure In Ouhai Area

The thought of sustainable development was brought forward in 1980s under the condition, faced by man, of population, resource, environment and ecology, which was getting more and more rigorous. The sustainable development was an inevitable phase and the final goal of development. As well as the combined embodiment of the sustainable developments of population , environment, economy and society. Up to now, sustainable development had already become the guideline and strategic target of economic and social development in various countries and districts of the world. The text gave a multiple evaluation to the municipal sustainable ability of Ouhai area for the first time.This paper systematically analyses the connotation, goals, theoretical basis and current researches of area sustainable development. On the basis of the investigation on the status of population,resource,environment,economic and social structure in Ouhai area and adopting a completely graded layer structure, this thesis established an evaluation index system for Ouhai Area between 1998 and 2002. The evaluation index system included 3 levels. The first level was the target level, selecting the capacity of area integrate development as the target. The second was criterion level, including the level, force and coordination degree of development. The third was index level, selecting 32 concrete items. Ouhai area was evaluated using the Analytic Hierarchy Process (AHP), fuzzy integrated evaluation and linear subordinated function. The results showed that Ouhai area generally develops in the direction of high efficiency and harmony. Through the assessment of the evaluation result,it finded out the limitation and the counter plans of the sustainable development in Ouhai area.The creative features of this article were :â‘ The assessment indicators and indexes on the ability of Ouhai area sustainable development was put forward in the article ,â‘¡it was the first time to make an overall and systematic assessment analysis on the ability of sustainable development of Ouhai area.
