With the acceleration of polluting environment increasingly,the city atmospheric environment quality worsening day by day,the atmospheric environment protection already became the important question which the international society paid attention,the people more and more realized to the importance of atmospheric environment protection,urgently had to carry on objective , comprehensive and real-time appraisal to the city atmospheric environment quality。At present,reflecting slowly to the pollution event,the operating time lag of atmospheric environment quality appraisal are the most important factors of delaying the atmospheric environment protection work。Therefore,promptly,effectively carrying on the atmospheric environment quality appraisal is the key question which the atmospheric environment protection department first must solve。The geographic information system (GIS)is a high-tech technology which melts the computer graph and the database to a body,memories and processes space information。It organically unifies the geographical position and the correlation attribute,then draws support from the spatial analysis function and the visible expression way of which it is in sole possession to provide each kind of auxiliary policy-making function。So far,it has carried on successful application in many domains。Along with the computer technology and the information technology rapid development,the geographic information system (GIS)may become the atmospheric environment monitor and the appraisal brand-new high-tech tool。It can support obtaining,inputting,memory,processing,management,operation,generalized analysis,simulation,outputting and demonstrating the results of geography space attribute data which relate to atmosphere quality appraisal。That can enormously enhance the environmental protection department's working efficiency。The introduction GIS technology in environmental protection work,establishment the perfect atmospheric environment geographic information system,is the environmental protection work development tendency and the research hot spot。The paper studies the development plan of atmospheric environment quality appraisal system which based on GIS technical with emphasis,discusses the overall system designing and the performance history that including the system user contact surface,the system structural designing,the system database designing and the establishment,the system function realization,system development pattern,software and hardware correlation technology and so on。Then taking the Daqing atmospheric environment quality appraisal information system development as the example,establishes the Daqing atmospheric environment information space database,realizes the main map operation function and the spatial analysis function。The system can provide vivid,direct-viewing,real-time,the accurate decision information for the Daqing atmospheric environment appraisal work。The paper takes the Daqing environmental protection bureau's atmospheric environment quality database as a foundation,carries on the practical application to the related GIS technology plan,develops the atmospheric environment quality appraisal system。Taking the system to appraisal the Daqing atmospheric environment,obtains accurate,objective appraisal results。The system offers the support on technology for the fact that the whole environmental protection work goes on the information,network,practical road,thus has realized the theoretical research meaning and the practical application value。...
