The Countermeasure Of Check Industrial Pollution Of Township Enterprises In Our Country

The township and village enterprise is a special enterprise of our country with the planned economy transforming into market economy.Since 1978, township enterprises in China have developed rapidly and have played a great role in the absorbing of the excessive agriculture labours and the speeding of the rural urbanization. However, the impact and pressure resent from the characters of the township enterprises on the rural ecological environment are getting heavier and heavier. It is essential to make a research upon the protectly of the rural environment.The purpose of this paper, is to probe into a target mode and to put forward a concrete countermeasure, which can restrain village and township industry to take the road of environment protection and sustained development in their development conscientiously. Around this researching purpose, This thesis takes a method which combining norm studies with authentic proof studies on the basis of the comprehensive analysis the development practice and the trend of village and township industry in our country,using the theories of economics, designing to a target system mechanism whichmatching to the developing actual of village and township industry, putting forward to a concrete countermeasure and step carrying out the target system mechanism.This text poses that we must work hard to set up a system and mechanism with thetarget of village and township industry protecting environment, with the core of villageand township industry sustained development, with the guide of market demanded, withthe guarantee of government managed effectively, with the complement of the publicinspected effectively, beginning from 4 fields of enterprise, market, government, and thepublic, etc. For carrying out the target system mechanism as soon as possible, we mustreplace the ideas of development, adjusting the developing thinking, speeding up theconstruction of market system and the legislative progress. In the light of actual situation, firstly, the thesis analyzes the background of the problems of environment, furthermore, discloses it's outual reasons. Secondly, the thesis analyzes the economic reasons of the environmental pollution. At last, on the basis of the analysis the thesis provide the policies of the protecting of environment.
