Environment capacity is a basic theory of environmental science, which reflects the principles of pollutant migration and deposit in environmental media and reflects the environment tolerance in the particular function. In practice, environmental capacity is the basis of environmental objective management and a main constrained condition of district environmental planning as well as the key technique of the total water pollutant control.Based on the perspective of planning application, this paper has analyzed the environmental function division of of water and air environment and determined the protection target in Five Lakes District on the basis of collecting and analysising on environmental quality.Through comprehensive analysis, making use of model of capacity, this paper has ascertained the lake water environment capacity of each water body functional. Among the five lakes, the environmental capacity of East Lake is maximun, North Lake and Liming Lake secondly, and Sabei Lake and Lande Lake have been seriously polluted of which the environmental capacity are negative and the basic water function have lost.Accoding to the reseach of water environmental capacity, this paper has put forward the allocation program and pointed countermeasure of prevention aiming at sustaining and improving water function of each lake.Using model to calculate the sample measure, the results of eutrophication evaluation of Five Lakes are obtained. The results indicate that the water quality of East Lake is better belonging to mestrophic to maximum eutrophic levels, and North Lake and Liming Lake, and Sabei Lake and Lande Lake are high eutrophic water which has been seriously polluted. Aiming at improving the water qulity, in the light of the difference of water function and geographical position, water body management and ecological rehabilitation measures are given in this article based on the results of water body eutrophication analysis in Five Lakes.The key question of air environmental capacity is pollution source distribution, selection of control day, optimization of concerned points and screening of prediction model. According to the of investigation about the present situation of air pollution sources in Five Lakes District, the ationality of air pollution sources situation is comprehensively evaluated in this article. Through analysis on air environment monitoring data, control day is selected by the way of cumulative probability distribution and minimum variance. Key points are determined based on the environmental function division in Five Lakes District. EIAA software is screened for use as calulation of air environmental capacity according to Development and application of software of air forecasting at home and abroad. The results indicate that this is a large surplus for air environmental capacity in Five Lakes District. Finally this paper puts forward maximum permitted discharge amount according to the result.
