With the rapid economic development in China, sudden environmental contamination accidents have become an ineligible problem. As there is no pattern of pollutant leakage or dispersal, and the location, time, environment of the accident are highly unpredictable, it is very difficult to deal with environmental contamination accidents.In this paper, it designs and builds an Environmental Emergency System for sudden environmental contamination accidents. The system is based on GIS (Geography Information System). By making use of GIS, it realizes real-time surveillance of both immobile and mobile equipments, and it can minimize the damage caused by the accidents. In case the accident happens, the system can be used to redeploy the surveillance vehicles to collect real-time data, upon which the system will build an air pollution model, which will simulate the pollution diffusion and show its direction and area information on the screen. The sudden environmental contamination accidents expert system can bring out an effective disposal scheme for the accident. The scheme can be used as a hi-tech method and as a decision support for accident treatment and estimation.Due to the good characters, such as easy-calculating, high-precision and etc, of Gaussian Model, this paper mainly researches and builds an air pollution diffusion model based on Gaussian Model. It is also introduced the Plume Elevation Formula and the different methods to select the vertical and horizontal diffusion parameters for the different pollution sources. This research selects the Plume Elevation Formula and the diffusion parameters with the national standard. It also corrects the diffusion parameters with the special situation of the pollution sources. At the end of the paper, the author introduces how to implement the air pollution model into the Environmental Emergency System and how to simulate the result of a sudden air pollution accident. It is included that how to get the parameters of the environment and the pollution source, the method to present the calculation results as well. The results can be presented via two ways: the isolines and bar charts. The paper gives a detailed introduction to the method of how to draw the isolines.The Environmental Emergency System introduced in the paper implements the functionalities of the supervision to the pollution sources, data capturing automatically, isolines drawing, etc. It can display the calculation results visually and quickly. It can be of great assistant to the emergency decisions making and emergency management work. |
