| Facts of inaccessibility on maneuverability and self-conscious generally existed in the application process of methods of SO2 reduction, such as methods based on A-P value, generation performance standard, equivalent proportion, contribution proportion and linear programming. The method of SO2 target value emission control applied in practice should be based on analysis of reduction theory combined with necessary proposals for the projects, and these plans need to be tied in interrelated policy.Serious situation of SO2 reduction mission took a turn for the better in 2006 by advancing policy of electric tariff subsidy and franchise on some desulphurization establishments, nevertheless matters like lack of operational use, diseconomy for higher desulphurization efficiency, deficiency in pollution discharge fee system and other problems in market failure have emerged consequently. An index named ground concentration improvement per unit investment was established to evaluate pollution source of SO2. Aiming to encourage voluntary participation with high efficiency in SO2 control, a fund-raising pollutant discharge fee was proposed to be founded, and then concepts of game theory were applied to the decision making of industries for pollution reduction to minimize total cost. The construction of the theory of response model on desulfuring cost and ground concentration acted as central part of this paper, and incidentally expectation of its applications and limitations was bring forward."The cost effectiveness of desulphurization was analyzed by comparison of method of A-P concentration contribution and the proposed method by a case study. Several proposals were brought to abate market failure in the field of pollution control, regarding introducing stepped-pricing model to pollution discharge fee system, rising compensation degree, levying tax for products pollution, decreasing asymmetric information, pushing more economy incentive systems. |
