Evaluation Of Sustainable Development For Different Areas In Shandong Province Based On Ecological Footprint

Human beings are facing the problems of resources, environment, energy and development and so on a series of questions while have achieved a magnificent success with the development of economy and the progress of technology and science. As a result, human beings have to reconsider the relation between mankind and nature so as to realize the harmonious development between economy, society and environment. Sustainable development, which stresses the harmony of economic development and environment, has become the focus of every researcher all over the world. The quantitative measurement of the sustainable development, which determines the establishment and implement of strategies and the realization of sustainable development becomes the key of the problem with the further study of sustainable development. As one of quantitative ways to measure sustainable development, ecological footprint becomes popular with its visual definition, rich connotation and Characteristic of being easily manipulated.Ecological footprint mode realizes the description to unify various natural resources by leading into the concept of Ecologically Productive District and has realized function of adding and comparing by leading into the concept of Equivalence Factor and Yield Factor in different countries or areas, thus for us provides a valid tool to the quantity the degree of sustainable development. The analysis of ecological footprint analysis has an extensive application because the data it needs when analyzing is opposite to obtain easily and calculation method can be operated and repeated.This paper selected Shandong Province as the research area. The condition of economy development, efficiency of using resource and ecological pressure is dissimilarity in different areas of Shandong Province because of the influence of natural condition, position and original reasons such as economic technique condition and district policy inclination. Based on analysis of natural condition and social economy this paper first divided Shandong Province into five areas by using the leading mark method. They were the hilly area of eastern Shandong Province, the mountainous area of central southern Shandong Province, the plain area of southwestern of Shandong Province, the plain area of northwestern Shandong province and the yellow river delta respectively. This paper established the regional sustainable development index system in Shandong Province on the foundation of ecological footprint. It has five index signs totally—ecological footprint, ecological tension index, ecological occupancy index, ecological economic coordination index, sustainable development index on the foundation of ecological footprint mode.These five areas'sustainable development ability were evaluated by using the regional sustainable development index system in Shandong Province. Result showed that these areas were in unsustainable development. The hilly area of eastern Shandong Province was in bad sustainability state and the others were in a bit good sustainability state.The paper adjusted the value of the Yield Factor to actual circumstance in the calculation process of ecological footprint, and in this foundation calculated the other evaluation index. The paper carried on ecological footprint constitute analysis, horizontal analysis, ecological safety analysis, economy development degree analysis, coordination of economy development degree and the ecological environment analysis in each area according to the calculation result. Resources and environment problems that each research area faced to were done and counter plans were put forward.This paper established the regional sustainable development index system including ecological tension index, ecological occupancy index, ecological economic coordination index from the angle of ecosystem safety analysis, economy development degree, coordination of economy development degree and the ecosystem environment. This kind of regional sustainable development index system matches the purpose of mankind's society development, which is advantageous to promote the union of economy, society and ecosystem, being advantageous to setting up a harmonious society.
