Water quality assessment is that making a quantitative commentary of the water on the basis of the analysis of Water Environment factors of an area. By water quality assessment, we can make sure of the regulation of variety and development of the district matter, and provide for the district basis to the Pollution control programming and establishment system engineering project in the district. Only on the foundation of water assessment can we further make a good water resources programming work. So the matter evaluation is the foundation of the water pollution synthesizes prevention and treatment. It is the problem that needs to be urgently resolved currently, to improve the water environment quality in the district.The total comprehensive water evaluation of surface water in the district is the important foundation work of water environment treatment. By the reasonable evaluation to the matter monitor data, then we can draw up scientific treatment programming and adopt valid measure. We can say that the rationality of the comprehensive evaluation of surface water in the district will directly influence the decision.The surface water assessing methods in common include the following kinds currently: Choose the mostly bad index signs, and carry out the evaluation in order to make the water auality of each monitoring section or the monitor point, and then adopt a category comparison method to carry on an evaluation. Water pollution comprehensive index assessment and water quality identification index for water quality assessment. Among them, the category comparison method includes cross section category comparison method, the river length comparison method and surface area comparison method. These methods all had aggressive functions to the comprehensive water evaluation of our country's rivers, but also have some shortages. The common place is that they all have defects in the respect of representative of the matter quality datas. They can only reflect the water quantity of "point","line","side" of river, lake and reservoir. They can't accurately explain the spatial and dynamic state of the water quality data. And they can not consider many environment factors as a whole such as the regional development of social and economy, population growth as a whole. They can't completely and objectively describe the good and bad of water environment quality in the district. Furthermore, they can't even carry on a comparison and discriminate to the the water environment quality of different districts. As well, they can't be comparable for the surface water of different river valley. Moreover, they can't accurately explain the total quality of surface water in the big scope district.The aims of this research are to have breakthrough on the total water quality evaluation method of the regional surface water, and to have an improvement on the the accuracy and comparablity of evaluate result of the water quality. Firstly, we discussed the application and its shortage of total evaluation methods of the regional surface water which currently are used in common. We inquiried into the method system of the water quality category comparison method which takes the water amount of resources to be the object. We adopt the comparison of the water resources quantity of different water quality to explain the water quality condition of the regional surface water. The key problem falls at how to compute water resources quantity. This paper studied a kind of simple and practical water resources quantity calculation model. And it enumerated the example of the surface water in Hubei to explain the possibility of that model method. At last we combined the various economic and sociel factors, take the artificial factors as the weighted coefficient into the water quality evaluation model. The result can accurately reflect the present condition of surface water resources quality in Hubei.This paper adopts the research order from static state to dynamic state to research the compute method of the water resources quantity. It has many characteristics such as careful theories foundation, clear physical concept and simple and practical computation. It gives a clear concept to the society from a rather macroscopic perspective. It can be easily accepted by the society, and be guiding function to measure and control the water resources.
