The union dispatch of water quality and quantity is one of the important ways to alleviate the pollution of rivers effectively. It has great practical value and theoretical significance to research the union dispatch of water quality and quantity for the multiple water resources river which was polluted heavily.On the basis of a full investigation about the Shiwuli River in Hefei city, the information of the water quality and quantity were analyzed. The river and each sections were generalized reasonably which laid the foundation for the union dispatch.The Saint Venant equation was applied to simulate the hydrodynamics of the Shiwuli River, the parameters of the equation were calibrated and the method of Pressimann Four eccentric implicit difference was used to solve the equation. The migration process of pollutants in rivers and the actual situation of the Shiwuli River were analyzed and studied, the water quality of Shiwuli River was simulated by QUAL-II model and solved by implicit difference method. Based on the hydrodynamic model and water quality model, the union dispatch goal and channel functions were considered, the model which took the minimum of water quality deviation and dispatch cost as objectives and water level and velocity as constraint conditions was established. The solving methods were studied in depth.The results showed that the improvement effect on water quality of the river was obvious, especially on the removal of COD. Because of the serious pollution in the river, the effect of union dispatch was not enough to meet the water quality management objectives, other measures should be taken to improve the water quality as well. This research gave the best scheme of the union dispatch in the Shiwuli River and a useful reference for other similar projects.
