Estimating Research On Agricultural Pollution's Health Loss Based On CVM

The modem agriculture can satisfy human's food and other demands, while it also has brought serious agricultural pollution problem. Agricultural pollution is mainly caused by pesticides and chemical fertilizer's unreasonably use,poultry and animal Feces' random emission,farmland castoff and farming industry castoffs disposition at will as well as the unscientific cultivation measures. At present, the influence of agricultural pollution has already penetrated the general inhabitant lives' every aspect, and its health influence that seriously threatens the people's health is most urgent and profound. In the most degree, this situation is caused by that the present policy formulation on agriculture and countryside do not truly take agricultural pollution health influence as policy-making basis, therefore more accurate, reliable estimation of agricultural pollution's health loss is extremely essential and necessary.Based on the environmental economics and healthy economics, this research has conducted theoretical research and demonstration discussion on the public's payment willingness to agricultural pollution's health influence by using contingent valuation method (CVM). Through the research, its purpose is to providing basis, method and examination support for our country's agriculture environmental management and decision-making. By transformation of the existing agricultural production way and the agricultural environment resources' optimizing disposition and use, it can raise people's agriculture environmental protection consciousness, improve the general inhabitant's survival quality and welfare condition, simultaneously it can also provide research reference for evaluating agricultural pollution's comprehensive loss.Firstly, this article has combed and summarize the existing domestic and foreign research achievements about environmental pollution and agricultural pollution health influence loss' estimation and analyzed agricultural pollution's connotation,form,characteristics and its health influence; Subsequently this article elaborates the theory and method about agricultural pollution health loss estimation, and the economic theoretical foundation is constructed from environmental economics and healthy economics, and the methodology foundation is constructed from researching on research course, basic principle, implementation step, model construction conduction and errors of CVM; Afterwards, this article carries on estimation to agricultural pollution health loss value in Honghu city of Hubei Province by using CVM. Through payment card CVM and double-bounded dichotomous CVM's surveying, the result shows that Honghu city's agricultural pollution health loss value is 71.2219 million Yuan by taking Honghu city 2005 year's total population 907,300. This value accounts for 1.45% of this city's total output value on the same year, and occupies for 3.575% of the primary industry's value-added. Finally, this article draws on the research conclusion and proposes some countermeasures such as, strengthening to harness agricultural pollution, establishing environmental sanitation and guaranteed mechanism in countryside, reinforcing protection propaganda and education about agricultural environment and establishing agricultural green GDP accounting system and so on.The possible innovation of this research consists in that, it carries quantitative research on the economic loss of agricultural pollution from health influence aspect; Furthermore, this research applies CVM to the domain of agricultural pollution to estimating society public's payment wish to agricultural pollution's health influence and agricultural pollution's health loss, and it develops CVM's application scope; it proposes pointed countermeasures and suggestion that can alleviate and eliminate agricultural pollution's health influence.
