Research On Link Of Planning Environmental Impact Assessment And Project Environmental Impact Assessment

How to link Planning EIA and Project EIA is always concerned by environmental management and EIA institution. By the linking, Planning EIA can pay more attention to basic problems on strategic tier and Project EIA process can be simplified. Furthermore, not only can we save time and cost, but also can improve efficiency and validity.Research on the link of Planning EIA and Project EIA has important practical value to some extent. First of all, development of EIA and the actual situation of correlative field at home and oversea are introduced. Secondly, the basic theories of Planning EIA and Project EIA are presented and compared. Then, the theory foundation to link Planning EIA and Project EIA are analyzed systematically, including: the tiered system of EIA; the different emphases and blurry boundary; Planning EIA supplies a gap of Project EIA, and perfects EIA system focused on sustainable development.The paper puts forward that link of Planning EIA and Project EIA can be achieved by time arrangement, content, decision-making. At last, it takes the case study for regional development planning EIA of Beijing and power plant EIA in Huainan to show the link of Planning EIA and Project EIA.
