Water environmental capacity refers to the water environment can accommodate the quantity of contaminated material in the stipulate goal. Water environment capacity is a kind of management and control objective that is based on the sufficient and technological research and analysis to the character of basin hydrological, to the sewage ways and to the patterns of movement and transformation for pollutant. Water environment capacity reflects not only the natural character of river, but also human being's demand to environment. Water environment capacity will continuous vary with the change of the water resource and the growth of people's water demands. This paper selects Cha River as the research Sample and analyses its water environment capacity. Cha River in the district of Decheng belongs to the basin of Zhang Wei in Hai River. Cha River is the major river to accommodate the pollutant in Decheng.In this paper, stimulate river quality is generated by QUAL2E model according to the hydrology characteristic and water quality material of Cha River. And water environment capacity of NH3-N and CODMn can be quantitatively calculated by the model of water environment capacity. Through the simulative calculation of water environment capacity to Cha River in Decheng, the following conclusions can be derived:1. QUAL2E model is excellent in the accuracy of simulation, therefore it has a grate value in controlling pollutant and applying the water quality simulation and forecast for Cha river.2. In this model, users can conduct the total amount control according to the implied result of water environment capacity.3. Two spans of Cha River in Decheng have been seriously pollutant and nearly have little water environment capacity, so reducing its pollutant load should be undertook as soon as possible.4. The exciting pollutant source of Cha River should be controlled strictly and no new or expanding projects which would discharge sewage to Cha River should be granted.
