| Water environmental capacity is a basic theoretical problem of environmental science, which reflect the migration, transformation and accumulation regulations of pollutants in water environment, and the pollutants enduring ability of water environment under specific-function conditions. In practice, water environmental capacity is the basic accordance for environmental ambition management, the main constraint condition for regional environmental planning and the key technology support for the total amount control of water pollutants.As a kind of resource, the water environmental capacity not only has the feature of common natural resources, but also unique feature. This dissertation summarized the basic theory and calculation model of water environmental capacity in detail, analyzing the reason it is essential for sustainable development and total amount control; then from the point of practical utilizing, after collecting large amount of monitor, reconnaissance and hydrology data, the preliminary study on the water environmental capacity of Heshi River in Heyuan was carried out, which provides the scientific foundation for comprehensive control of the new environmental pollution which caused by the foundation of new industrial transfer areas and water resource management. The study mainly includes three parts:1. Using single water parameter method to analyze the water monitoring data from Heshi River of July 2007, this dissertation carried out water quality evaluation on reaches between monitoring sections. The result shows the Heshi River entirety water quality is of a good condition, with slight pollution, and parts of the reaches accord with second-class water quality stander of China, with the others accord with third-class stander.2. This dissertation determined the maximum allowable emissions by using math model to calculate the environmental capacity of Heshi River. The environmental capacity of COD and ammonia nitrogen are respectively 576.846t/a and 35.429t/a. But as the development of economy, the pollution amount in the area will increase, and then the river will be polluted. Under this circumstance, by adopting COD and ammonia nitrogen as predictors, the possible emission amount in Heshi River after the technology area is completed was predicted according to the present treatment condition. Thus, the emission management and remediation plans were put forward combined with the water environmental capacity of Heshi River.3. The certainty of the water environmental capacity of Heyuan River can bu utilized in modeling and predicting the water quality, which provides the management and decisions, the basis for the total amount control for Heshi River and accordance for utilizing water resource in a better way. |
