With the rapid development of computer net technology, new techniques such as transmission, long-range printing, and digital signature spring up unceasingly, which push new vitality into the traditional industry of Packaging and Printing. In the process of the network popularization of the industry of Packaging and Printing, it's inevitable to deal with the problem of developing the DPWS (digital picture watermarks system). Because the industry leads into ERP(Enterprise Resource Planning) and OA(Office Automation) system step by step, so how to develop the DPWS which accords with the industry of Packaging and Printing and how to make them as subsystem for integrating into the ERP or OA system to improve the product ability and office automation has become a big problem needed to be resolved currently.Thorough the characters of the industry of Packaging and Printing and the study of Software Engineering Theory, Information Hiding, Figure Watermark, Cryptography technology, this paper analyses the differences and shortcomings of these three techniques; analyses and studies the theory model of the DPWS; completes the system structure design, the data base design and system processing design and main function module design; completes the algorithm designs of invisible implantation, invisible extraction of watermark, visible implantation and visible takeoff of watermark; completes the algorithm design of encryption. The experiment results indicate: the digital watermark information which has been encrypted can be hidden in the carrier safely and secretly, which reach the purpose that the watermark information can not be feel existed by people's eyes and it can be extracted exactly and restored, and this method is robust in certain degree; the digital watermark label image can be embedded into the carrier image visibly, but the use value of the carrier image dose not be affected more, so it reaches the purpose of showing the image's copyright and resource and protecting this information be modified and deleted; making use of password, the visible label can be ablatedsuccessfully, and the carrier image can be restored to the plain appearance very good, it has reached the purpose that restoring the plain appearance of the carrier image when necessary. At the same time, the digital picture watermark system developed accord by the system designs, the algorithm designs and the result of experiment, has solved the problem such as watermark image implanting, watermark image drawing in the printing package enterprise in the first step, the system can be put into use alone also be able to implant in other system as the subsystem.
