Research On Realization Of OHSAS In Safety Management On Site

With the progress of society and rapid growth of the construction industry, construction enterprises are setting higher standards to safety management. Developed in the late 1990's, OHSAS is the management system about health and safety. It utilizes the method of system analysis to identify hazards and assess risks of possible accidents in the production processes. Its seventeen key factors are managed through a systematic, modular, documented,and inclusive method in the four stages of planning, doing,checking and action.Thus accidental risks could be eliminated through preventive actions taken by every employee in every process.Until now,many advanced foreign engineering and construction companies have implemented OHSAS, and achieved good results. Many construction enterprises in Chinaare setting up OHSAS now. Therefore,it becomes an important research topic to understand the impact of OHSAS on the existing safety management and appropriate approach to realize OHSAS on construction site.This paper gives a brief introduction of the developments of safety management and OHSAS, analyzes the necessity of research on the impact of OHSAS in safety management in construction enterprises,discusses the basic theories about OHSAS based on safety management, and presents an in depth analysis on the OHSAS factors,its operating framework, and its applications in safety management.This paper refers to the OHSAS documents of lots of construction enterprises,studies the continuous improvement theories,risk management,beforehand control,system science and safety behavior science, and adopts advanced theories, methods and experiences suitable for safety management of construction enterprises.It mainly deals with the realization of OHSAS in safety management on construction site,which is validated by the FAT method.It recommended realization approach based on the modern management theories and management experiences in the world.This approach fits the realities of safety management in China's construction enterprises.Due to the complexity of the subject and the limitations of the author, further profound and painstaking research is needed in order to explore construction enterprise safety management theories suitable for the situation of China.
