Coal is major energy and important raw material in China, which occupies an important strategic position in the national economy. The next tens of years, coal is still the main energy. However, the frequent occurrence of coal mine accidents, particularly major accidents result in the extremely bad impact. As one kind of the means of preventing accidents, safety evaluation confirmed by State Administration of Coal Mine Safety has been identified as a necessary condition for coal enterprises to apply for permits. So how to improve the effectiveness, feasibility and easy to operate of the safety evaluation is an issue to us.Mine production is an extremely complex multi-factor, multi - variable, multi-layered man-machine-environment system. Safety Check List widely used at present fail in indicator choice and weights determining, there are still a lot of room for improvement,effectiveness is poor in practical use. Based on the experience of many mine safety evaluation methods, combining with practice, we will provide a complete set of mine safety workplace evaluation system and Visualization in GIS.The most important factor of mine safety evaluation is to establish the evaluation index system and determine their weights. In this paper, the index system refers to indexes system widespread used currently, The index system include seven one-level indexes and 54 two-level indexes, the 23 three-level indexes, total 385 inspection points.Indexes and its weights are inseparable. In this paper, weights of indexes are determined analytic hierarchy process widely used in many industries have the level of to the weights. Establish analytic model and the comparison matrix, introduce appropriate scale, calculate the impact of lowest indicator to the overall goal. This method is more scientific, reasonable, and can better reflect the important degree of indicators to the mine safety.Another mission of this paper is to establish a mine safety evaluation system based on MapInfo accord to general concept of safety evaluation and indicators system model. The system has two main functions, mine safety management geographic information systems and mine safety evaluation information system. These two systems are linked through data interface. They complete mine information visualization and safety evaluation visualization, and find a direction for current safety evaluation techniques.The system provides a number of subsidiary management functions, prepares interface for continual improvement. At the end of this paper, we analyze the advantages and disadvantages of the safety evaluation system and its visual software, and point out the direction for future improvement.
