Appraisal On Effect Of China's Environmental Protection Policy

In the 21st century, the development of the humanity will make great progress, and also face many challenges. Among these challenges, the first most important will be the environment problem. The humanity advances their development in the way of exploiting nature unceasingly, at the same time, has the result of massive environment problems. Today, with the worsening of the environment, and with the appearing and implementing of the environmental protection policy massively, it is necessary to carry on the synthetically appraisal of the effect of our country's environmental protection policy, judge its effect, and provide the basis for the next step of environmental protection policy science formulation, basing on the science theory and method.After elaborating the background, significance and purpose of the selected topic; analyzing and summarizing the domestic and foreign community policy appraisal as well as the present research situation of the environmental protection policy effect appraisal; introducing the elementary theory ,the connotation and the function of the environmental protection policy effect appraisal systematically and summarizing the background, the type and the main content of our country environmental protection policy, the paper carrying on the appraisal of the single item effect to our country environmental protection policy in the use of the single factor longitudinal contrast analytic method firstly, then researching and constructing the general target of the environmental protection policy effect system appraisal, and establishing the multi-level fuzzy synthesis appraisal model environmental protection policy effect appraisal with the help of the fuzzy mathematics theory.According to the environmental protection policy effect appraisal target system and the fuzzy synthesis appraisal model, this paper carrying on the synthesis appraisal of environmental protection policy effect since 1990, reconsidering the problems of our country environmental protection policy in the course of constituting and executing, and proposing the innovation mentality and suggestion.
