Region along Songhua River is one of the seven biggest regions along rivers in our country, which flows across Jilin, Heilongjiang and Inner Mongolia province before getting in Heilongjiang River and goes across Russia into the Pacific finally. The pollution of Songhua River has taken a great influence on the ecological environment, industrial production and people's normal life. It has become an urgent need that we should utilize geographic information system (GIS) to establish inspective and predicting alarm system for pollution of Songhua River. It would inspect the flow and variation of polluted part, evaluate the effect on the cities along the river, and analyze the trend of pollution properly. On the other hand, it would show the situation of pollution in the form of electronic map, anticipate the danger exactly and timely, and guarantee the safety of people's lives and possession.The scientific countermeasure for emergence and decision-making system for water pollution of Songhua River according to GIS was designed on the platform of GIS, programmed with the Microsoft Visual Basic 6.0 and used SQL Server 2000 for data base. The main pieces of the system were all designed on the basis of Super Map Objects secondly and packed with ActiveX DLL. Since it is not only a spatial decision-making system integrated of GIS and network technique but also a comprehensive management information system.The system used information-exchanging operation to carry out the searching of various spatial information and data and utilize the spatial fixture of environmental data. In the form of electronic map, the system reflected how the pollution band changed with time and space and how far and serious it impacted exactly and timely. It applied environment economic principle and mathematic method to analyze and calculate the loss caused by pollution on different scales. The system not only carried out the respective standard of economic loss on every functional region, but established a digital modeled system for the total estimation on social economic loss, which would predict the near or long-term influences on ecological system of certain region after the pollution.
