| With the development of global economy, people's living conditions improve a lot. However, Water, The precious resource on the earth has been greatly polluted, and the deterioration of water quality soon becomes the critical confining factor in the economic development. The mineral exploitation in Shaanbei energy base has resulted in the deterioration of water quality and the shortage of water resource in Kuye River, which deeply restrict the local economy development. The research on the Kuye River turns to be necessary and urgent.This paper, based on the analysis of the data collected in the Kuye River, mainly deal with the causes of the pollution. It calculates different figures in each polluted spot and sets up the water quality model of the Kuye River. It also figures out the environmental capacity and analyse the decoeased quality of the main pollutants. And finally put forward the best solution to this problem.According to the analysis of the water quality in the Kuye River ,the revering hydrographic information will be adopted to assess the main polluted factors, and we knew that COD, NH3-N has been the main pollutants in the Kuye River, the situation that the pollutant is 21.281 and 18.392. The improvement of water quality depends on controlling the discharge of the two pollutants. The situation is that the pollutant in Shenmu town is the maximum.The analysis of the general supervise shows that the water quality in Caoduoshan , Mengjiagou, Qianpo have met the GB3838-2002 IIIclass standard.The water quality model is established by the use of a one dimensional model in the Kuye River environment accord with the accuracy requirement. The experiment result indicates that the average error between calculated value and measured value is 3.14% and 7.70%, the calculated value is a little higher than the measured value. But the error is less than 15%, which is in the reasonable bounds of the mathematical model, so the result is believable. When the model is adopted to the aquatic environmental capacity in calculating, we will know that the discharge of COD and NH3-N has been out of the environmental capacity, and we have to minify it from the aspect of resources and environment protect. Considering that the 预留比例 is 80%, the COD and NH3-N should be minified to 53.6% and 46.37%.
