Study On Management Of Safety For Protecting Under Ground Worker In Shulan Mining Group

The safety of under ground working people is a big problem which has bothered administers long time; there are obviously differences between under ground working and the other working way. The first is many dangerous parts exist in the working environment, the main problem is"water, fire and gas".Second, the insecurity behavior of workers is the direct reason which causes the accident. Third, carelessness of administration is also a main reason. This article is aimed to the characteristic of Shulan mining Group, how to establish a scientific and reasonable safety administration system inside the Group in order to decrease the accident of under ground working people.Safety and healthy administration of enterprise staff include three main parts: The administration must be purposeful; the activity must be well organized; the essence of safety administration is accommodating the relationship between people activity and profit, which is a long-term, inconstantly and active process. The under ground accident of Shulan Group happens often in recent years, 161 accidents happened in 2005,the amount of casualty people is 176, especially the biggest accident happened on 19th,Aug, there are 152 people working under ground, 136 survived and 16 died, cause economic lose more than 50 million. A large number of industrial injury are cumulated due to the safety reason, there are 6700 people participate labor the ability authenticate till Apr.2003, which include 4272 people having working ability. All of this brings a great burden to the normal production and management of enterprise.The development of Safety Science establish a foundation for us to research and seek the reason of accident, from the beginning accident-cause theory to The Chain-of-Events Theory, Orbit Intersecting Theory and Energy transfer Theory, all of these theory give us a direction on how to explain the reason of accident in different point.
