Strategic environmental assessment (SEA) involves consideration of law, policy, plan and program in assessing environment on strategic levels and procedure of adopting such strategies and their alternative approaches to assess environment systematically and comprehensively.Because traditional EIA is confined to the level of construction project, ignoring environmental impaction on law, policy, plan and program, and then SEA is introduced to the research and practice of EIA.Scholars from home and abroad have done a lot of researches involvingthe content, principles, work procedures, public participation, appraisalmethods and indicator system for SEA. However, in the study and fulfillmentof SEA, we always can find that its work objective is ambiguous, its appraisaltarget is unclear, its theoretic support for indicator system is insufficient and itsmethodical system is imperfect.Thus, in this dissertation the writer studies the work objective, assessment content and indicator system theoretically and validation of sustainable utilization of resources of Planning and Constructing Jilin Ecological Province experimentally.According to the demand of sustainable development theory, thesustainable utilization of resources is a utilize way that satisfies thedemand of modern people and not disserves the ability of resourcesdemand of the descendantThe working objective of SEA is to carry out environmentalsustainable development in strategically implemented projects.Environmental sustainable development refers to a comprehensivesustainability among population, resources and environment. Theassessment content for sustainable utilization of resources is based onits objective, we should firstly study the impact of strategy on allcomponents within a resources system. The working objective ofsustainable utilization of resources is that the utilization of renewableresources does not excess renewable resource and the utilizationspeed of non-renewable resources does not excess the exploitationspeed of alternative resources.The design of indicators should be well catered to bothsustainability and equity in sustainable development. The indictorscan reflect and predicate the state and trend of development ofenvironmental sustainable development, and provide information tomanagement levels to take relative measures to solve environmentproblems and also provide references to the making of the finalestablishment of regional environmental protection planning andresources exploitation policies.An indicator is a variable which supplies information on othervariables which are difficult to access and can be used asbenchmarker to take a decision, second, as alternative measuresenable us to gain an understanding of a complex system, so thateffective management decisions can be taken that lead towards initialobjectives".Indicator system for SEA is an incorporation of environmentalsustainable development system reflecting the strategic regions andother social and economic indicators. Assessment indicators ofsustainable utilization of resources are important components ofIndicator system of SEA, which can reflect and predicate the stateand trend of regions plan construction. Indicator system should beestablished in accordance with science, feasibility, sustainabledevelopment, independence, relevance, hierarchy, regional policymaintenance, and combination of static and dynamic indicators.Structure model of indicator system for sustainable utilizationof resources can be concluded as a hierarchic indicator systembased on Driving force-Status-Responses (DSR) model. The DSRindicate the relation between the pressure of environment andresources system and the deterioration of environment, which isadvantage of the DSR. But other models have limitation onassessment indicators of sustainable utilization of resources.According to the demand of assessment of sustainable utilization ofresources for region plan construction, indicator system can bedivided to objective hierarchy, Principle hierarchy, and indicatorshierarchy. Based on assessment target of sustainable utilization ofresources on region plan construction, principle hierarchy includesforest, grass, mineral, water, land, sea, biodiversity and energysystem, each Principle hierarchy instates integration indictor. Theindictor hierarchy reflects the context of the principle hierarchy, andthey are a series of single indictor that reflects the status andproblem of resources system of region.In according to the structure model of indicator system, thewriter analyses the construction of Jilin into an ecological provinceas an example, Outline of Planning and Constructing EcologicalJilin Province is established based on indicator system ofsustainable utilization of resources with the following structures:Objective hierarchy: the indicators of sustainable utilization ofresources.Principle hierarchy: the indicators of sustainable utilization ofland resources, the indicators of sustainable utilization of waterresources, the indicators of sustainable utilization of forest resources,...
