China's aquaculture plays an very important role to meet the demands of the aquatic production for the world while it is confronted with the pressure and challenge coming from the deterioration of water environment, public opinions, policies and food quality security, et al. There are more and more people, such as the governmenters, entrepreneurs, environmental workers, farmers, and so on, coming to interest on how to promote the sustainable of China's aquaculture. This paper advocates the adoption of aquaculture planning (AP) and its environmental impact assessment (APEIA) as a means to achieve sustainable development of aquaculture in China, and promotes the coordination of the management methods, frame works,and insitutios to aquaculture with water environment in China.The thesis investigates the general situation of plan environmental impact assessment (PEIA) and its limitations. The explorationship of APEIA and its features are addressed. The relationship of AP and other plans, the guarantees of the AP implementation , the critical technologies of aquaculture planning, the mechanisms of environmental impact of AP, the indictor system, assessment methods, procedure and frame of APEIA are studied systematically in this thesis. It also studies preliminarily the system disposition of AP and APEIA and the quality control of APEIA. Lastly, take the Lake Tai AP (be enacted in Feb, 26, 2007) as case study.Firstly, the main results of the thesis are symmerized as follows, established technological system and management frame work of AP and APEIA, provide the theoretical base of the sustainable management of China's aquaculture.Secondly, the thesis presents the indentifying methods of significant environmental impact and critical assessment indicators, which are helpful tools to improve the implementation efficiency and its application and dissemination of APEIA. The thesis sets up the evaluation model of aquaculture capacity and aquaculture cost analysis, which can decrease the uncerntainty of aquaculture planning. The thesis recommands to apply rapid rural appraisal and participatory (RRAs and PRAs) environmental assessment and analytical plan environmental assessment (ANPEIA) to help the APEIA to have a definite object in view. Based on the above research results, formal frame works for environmental impact assessment of four typical aquaculture plans are formulated..Thirdly, based on the investigation of the statures of system dispositions related to APEIA in China and limitation, the thesis give the sussestions to promote the consummating suggestions for the AP and APEIA management.The results of a case study using Analytical Hierchy Process (AHP) showed that Lake Tai aquaculture plan could be received. The focus lays on the guarantees of its implementation correctly.The core of this paper is to stress the importance of applying the APEIA and AP to the sustainable development of China's aquaculture and how to improve the efficiency and accuracy of APEIA.Because of weak background studies and shortage of basic informations, the inference and judgement were not solidity enough. Setting up data-storage-analysis-management system for China's aquaculture is very important to the sustainable management.
