SWOT technology is a rising management technology with fast development andcomprehensive applications. It forms a rational strategy by analyzing and comparing the strength,the weakness, the opportunity and the threat of an object, finding out the fundamental situation ofthe object, at the same time, exploiting to the fully it's favourable conditions and avoidingunfavurable ones. SWOT technology originated from the subject of strategy management in 1960s. In itsdevelopment history abroad, the phase of initial technology model evaluation (from 1960's to1990's) and the phase of betterment and innovation of simple technology model wereexperienced. In its development history at home, the phase of introduction and simple applicationof SWOT technology (from 1980s to late 1990s) and the phase of research and innovation ofSWOT technology were experienced. The characteristics of its development varies from thesingle application of the technology to the integrated application of multiple models and methods;from qualitativeness to the combination of qualitativeness with quantitativeness; from theapplication of single strategy management to the application of other fields. The mineral resources planning is a kind of special global, long-term and strategicplanning, since it is a total arrangement for exploiting and utilizing the mineral resources incertain area. It demands analysis and establishment through the theoretical methods of thegeology and economy, in which SWOT technology is an effective tool and means. Using thetechnology, based on the analysis of the strength, the weakness, the opportunity and the threat ofexploiting and utilizing the zonal mineral resources, through setting up the analyzing system andbasic model, truly effective advices can be proposed for the strategy of exploiting and utilizingthe mineral resources. SWOT technology is indispensable especially for the demand ofsustainable mineral resources planning since it is all-around, true and objective. Depending upon the item of total mineral resources planning (from 2002 to 2010) ofDaye city, aiming at carrying out the basic national policy about population, resources andenvironment; strengthening the global macro adjustment and control for the mineral resourcesinvestigation, exploitation and utilization of Daye city; propelling the essential transition ofmineral utilization and management mode; maintaining the right and profit of the nation owner ofthe mineral resources; protecting effectively and utilizing rationally the mineral resources;protecting the ecological environment in mineral zone; exerting fully the upholding function ofmineral resources and mineral industry to national economy and society development, thuspromoting the sustainable economic and social development in Daye city. The paper includes the following parts: The first chapter summarizes the history of SWOT technology, and presents the basiccharacters of evolution and innovation at home and abroad. The second chapter applies SWOT technology to the research on the mineral sourcesplanning. The basic thought and steps of the application of SWOT technology to mineral sourcesplanning are presented after introducing the theory, function and basic methods. The analyzingprocess in details is illustrated as a main body. In additions, the application of SWOT to mineralsources planning is evaluated. The third chapter makes a practical research on the application of SWOT technology tomineral resource planning, taking Daye city as a example. At first, a simple summary of Dayecity is made. And the characteristics of mineral resources in Daye are summarized; geologyinvestigation and the status quo of mineral reconnaissance are analyzed; the status quo ofexploiting and utilizing mineral resources; and the situation of supply and demand and the extentof assurance are presented.
