The cotton industry has a special economic status in Xinjiang, and cotton baling steel wire occupies a great market in Xinjiang, even in centre area of Asia. The investigation and development of the cotton baling wire suiting for Xinjiang have a very important theorical and economic meaning .This paper did comprehensive technical searches, investigating and cleaning up technical value of the same kind of product, examining and researching the feature mechanism of steel wire, anatomizing and analyzing product of advanced plants. After contrasting, analyzing and absorbing, and also doing many tests, some pivotal technical figures, such as chemical composition, mechanical property, and quality standard etc., were confirmed. The paper considered that the stability of performance was required highly for baling product, because the bursting pack caused by the local defect was main reason to make the frace feature of cotton baling wire; The symmetrical composition and structure, the least inclusions and harmful composition content, steady rod capability are the first important question to need regard during producing coil wire; The appropriate microstructure, the good surface quality and dimension precision are a credible guarantee of wire deeping manufacture ; Series of low-carbon should insist the suited and logical principle between strength and toughness. During drawing steel wire , increasing hard percentage elongation and against bendability target on the premise of ensuring strength.This paper made a lot of testing plans, arranged some producing tests of moment, contrasting and analyzing the influences for MD steel due to change the technology and operating processes, and researching importantly the influence for the product quality of cotton baling wire and changing orderliness in side of internal quality, mechanical property and metallography due to fine making of molten steel container, protecting pouring and control cooling. At the same time the plans were changed at any moment according to the used condition of product tracked, after this, the puring of steel and the stability of cleaning rod were controlled and improved, it become easy to drawing wire. Thereby, the smelting and rolling level of low-C-low-Si were advanced holistically, producing on the big scale was realized, and special coil wire of high quality were provided for consumer. During developing, it was formed a kind of producing process, optimized and consummated the technological rules and operating regulations, and compiling industrial criterion for "low-carbon-MD rod coil". After finishing these items, the quality of product had been improved greatly, and obvious economic effectiveness were created for the coperation.This paper inquired into the natural aging of low-carbon steel wire, and analyzed the exceptional defect during producing.
