Study On Environmental Impact And Control Models Of Township And Village Enterprise

The township and village enterprise is a special enterprise of our country with the planned economy transforming into market economy. They are on a small scale, large numbers and distributed widely with inefficient management and result in environmental degradation.In this paper, the author studies on the TVE's environmental impact and control model based on Anhui province's facts. These models have theoretic and practical value in environment improvement.Based on the material collection, on-the-spot investigation, experts' consulting, data statistics and analyses, the following study is finished. In this paper five chapters are included: advance in the study, theory analysis of TVEs environment impact, analysis of system control models, study on Anhui province's TVEs and conclusion.In chapter 1 it points out, with the economy development, the research on TVEs' pollution and control measure gradually rise, and points out the general advance in this study.In chapter 2, it discusses the concept and characters of environment impact, the pollution source evaluation and estimate method and analyzes the environment affect of TVEs' regional diversity and the difference in departments. At the same time the major causes of environment degradation are identified.In chapter 3, it gives out the traditional single thickness control model, material control model etc, and points out their shortcoming. Then it brings up system control model, management control model, advanced technique control models, information system control model and sets up the grey situation decision model.In chapter 4, it discusses the history and construction character of TVEs in Anhui province, analyses TVEs' regional diversity and the difference in departments combining with the village industry pollutant and points out the main reasons of the pollution. Finally, it brings up the control measures and optimizes them with grey situation decision model and gets the optimized results.In conclusion it points out the study's value and shortcoming.In the new century, with joining WTO and the progress of mid-west developing, the study on theory and system control model of TVEs environment impact is very important. It is good for village's eco-environment and TVEs sustainable development. Case study on Anhui province has a special value and particular reference to other provinces, particularly to mid-west provinces.
