Study On Performing Programme For The Montreal Protocol In Henan Province

Ozone depletion is the global environmental problem that we face now. At present, there are more than 190 countries acceded to the Montreal Protocol. For the past 20 years, the ozone layer protection around the world made great progress. The implementation of the Montreal Protocol of China overall goes well, but the situation of the implementation we are facing is still very critical. In the eliminating of the ozone-depleting substance(ODS), China is the world's largest ODS manufacturing country, using countries and exporting country. The eliminating of ODS involves many industrial sectors and employed population, the task is quite formidable.In the paper, according to the survey of the manufacturing, using and exporting of ODS in the fire protection industry, foam industry, refrigeration industry, ingredients industry, tobacco industry and other industries of the whole Henan province of 2007, the ODS consumption of Henan province is grasped, the ozone depression potential (ODP) and the global warming potential(GWP) of Henan consumed in 2007 is calculated, all the main ODS and consumed industries' contribution to the ODP and GWP is analysed. The result shows that the fire protection industry, the material cosumer enterprise'consumption of ODS make the greatest contribution to the ODP of.Henan. Halonl211, Carbon Tetrachloride(CTC) make the. greatest contribution to the ODP of Henan. The air condition manufactures, refrigeration service enterprise and the fire protection make the greatest contribution to the GWP of Henan. HCFC-22, R-134A and CFC-112 make the greatest contribution to the GWP of Henan.Combining the characteristics of above industries of Henan, the advantages and restriction factors of performing the Montreal Protocol is analysed. Referring to the Montreal Protocol, important tasks of Henan's Montreal Protocol implementation in the Twelfth Five-Year and before 2020 are investigated.On the basis of the survey of ODS consumption in the fire protection industry, foam industry, refrigeration industry, ingredients industry, tobacco industry and other industries of the whole Henan province of 2007, every prefecture's ODS consumption is analysed, the ODS impact on the entironment and human health is quantitative evaluated, with the focus especially on the distribution of emission source, the area priority of Henan is analysed. According to the impact exponential value, using the software of geographical information system-Mapinfo, the ODS consumption exponential distribution graph is drawn. Result shows that Zhengzhou, Xinxiang, Anyang, Nanyang, Sanmenxia, Jiyuan, Zhumadian, and Jiaozuo are the priority pollution-reducing prefecture.Combining the requirements details of the Montreal Protocol, international ODS substitutes development trend and the ODS substitutes current situation of China, Henan's ODS substitutes is analyzed. Result shows that in the fire protection industry, foam industry, refrigeration industry, cleaning industry, grain storage industry of Henan, ODS substitutes technology is implemented actively. Many enterprises implemented ODS substitutes technology successfully. Tobacco industry finished the substitute of ODS, grain storage industry also finished the substitute of ODS on the whole, there is only one ODS consumption enterprise. At present, foam industry, refrigerant service industry and cleaning industry'supervision are very difficult.The study provide scientific basis for Henan implementation of the Montreal Protocol, open up a new method for the distribution of the objectives and tasks according to department, elements, districts and other factors.
