Research On Groundwater Environment Impact Assessment Based On Risk Management

Environmental Impact Assessment(EIA) is to assess the potential environmental impacts and propose strategies and measures for preventing environment from those impacts, provided that plans and projects were put into production. Its essential purpose is to encourage policy-makers to consider environmental factors during the process of decision-making and planning, which is good for coordinated development among economy, society and environment. Although the environmental impact assessment system has been for nearly forty years, theories and techniques are till in the stage of developing and improving. Furthermore, environmental Impact Assessment on the groundwater has not been given sufficient attention which leads it to become a weak link in the EIA.Groundwater environment impacts of time, location and degrees from projects running include great uncertainty, which leads groundwater environment impacts to be in possession of social property. Therefore, it is necessary to introduce risk management theory and method into EIA. Although international scholars have been involved in environmental pollution risk, hydrogeology and risk management are actually two disciplines. Furthermore, the combination of the two disciplines has not yet formed a unified system of technical methods. At present, there is not a direct quote or reference on evaluation method of groundwater environment risk impact.The cooperation between China Shenhua Group and Dow Chemical Company plans to invest 12 billion U.S.dollars in construction of coal chemical projects in Yulin. I had the honor to participate in groundwater environment impact assessment which is a special subject of EIA on the construction project. At the same time, I and other members of the project applied risk management theory to groundwater environment impact assessment. In this paper, firstly, I analyze the purposes, tasks, technical methods and processes of environmental impact assessment, and study on technical methods and work procedures of environmental factors on water-related environmental impact assessment. Secondly, I summarize forecasting theories and technical methods of groundwater pollution. And then, I study on procedures of environmental impact assessment and the methods and techniques of environmental impact assessment with scientific thought of risk management. Trough above work, I conclude that there are 5. steps for Groundwater Environment Impact Assessment Based on Risk Management:project analysis, survey and assessment for ambient environment, recognition process, prediction for environmental impact and risk assessment, risk management decision-making and mitigation measures. After that, a set of groundwater technical methods of environmental impact assessment is established according to the technical guidelines of environmental impact assessment as well as combining with the theoretical prediction and methods for groundwater contamination. On the top of that, this paper takes practical engineering projects for example according to the technical methods for ground water environmental impact assessment (Groundwater Environment Impact Assessment for the Yunlin Coal to Chemical Project).
