Study On Operation Planning Of Xi'an Railway Logistics Center Based On Value Chain

All these years,railway freight has been operated by the management mode formed in the traditional planned economy and offered single transport service, which can not meet the logistics demand in market economy of personalization,timeliness, flexibility and so on. To adapt to the modern logistics development requirements in the market economy, the establishment of rail logistics center will become the development trend of rail freight.This paper made a comprehensive and depth study on the operating plan of Xi'an railway logistics center to provide reference for the estabishment this Center, which relied on the project of Feasibility Study of the establishment of Xi'an Railway Materials Storage Cargo Centre in Xi'an International Port District",put Xi'an Railway Logistics Center as the research object,the value chain of a rail freight terminal as starting point for research and Xi'an railway infrastructure Data as the study bases.Firstly, based on a lot of practical surveys,the paper analysed the development situation of Xi'an economy,logistics and rail freight and the necessity of the construction of rail logistics center in Xi'an, and forecasted the volume of Xi'an rail freight by method of combination forecasting.Second, using of the value chain theory and taking the Xi'an X rail freight station for exemple, the paper analysed Xi'an Railway freight node value chain,and summarized the value chain deficiencies of current rail freight terminal.It came to Xi'an railway logistics center strategic positioning that based on the analysis of the relationship between the logistics vertical value chain and logistics corporate profits. Study and design the operation process and the organizational structure of Xi'an Railway Logistics Center,from construction of the value chain perspective. Finally, the paper offered several proposals about the choice of business models, building approach and the elements of implementation in the implementation process of Xi'an railway logistics center planning.
