Water is the material basis for all life activities, the development of human society for the existence of valuable natural resources, there will be no life without water neither human society. As the population and people's living standards increased, as well as the development of industrial and agricultural production, the rapid increase in water requirements, which urgently need to raptly master water quantity,distribution changes, develop and utilize water resources to ensure that the needs of production and living water. With the rapid development of computer technology, GIS and water resources combined with a wide range. Hydrological analysis is also an important aspect in DEM digital terrain analysis, and temporal GIS spatial analysis is now a hot topic in the field. Most of the traditional studies of water resources distribution are based on spatial distribution, which explore water resources' differences distribution in different geographical, in order to further study the water quantity and the relationship between geographical space, it play an important role in the water resources, water quality monitoring and other instrumental. However, the water in time and space is always in the process of changing, if we can combine space and time, with analysis capabilities of GIS and its powerful graphical output features, that will make it a more complete grasp in time and space on their distribution, then the use of water resources management and development, the construction of water conservancy projects will play a greater role in decision support.In this paper, we study the changes of Sichuan Province's administrative divisions within the surface water resources in time and space distribution. Using Hydrological analysis in GIS, to extract the spatial distribution of water resources in Sichuan, start from the spatial data model, as the unit of administrative divisions of Sichuan surface water resources databases for example, the temporal data model as the basis to study How to join the time series in base of spatial database, and how to express time in the Time Database , and the last with ArcGIS software, as the Sichuan's distribution of surface water resources in time and space as a visual expression of the results.The main research includes three parts: surface water resources and the establishment of spatial database research; surface water resources in time and space and establish the database; space-time dynamic information visualization. The text is divided into six chapters.Chapter one: clarify the Background and research meaning, recalling temporal GIS and its application in the field of water resources and development, based on this study to establish the content of this article.Chapter two: described the water-related factors that in the paper related to.Chapter three: The hydrological features' (rivers) digital extraction methods, and extract the water network in Sichuan, obtained spatial distribution of Sichuan's water resources and analyze the distribution of the province's major rivers.Chapter four: Discussion of the spatial database and spatial data models of existing theories, and the spatial data methods of organizing in commonly software , as the surface water resources in Sichuan Province an example, establish GeoDatabase of Sichuan Province's surface water resources in the ArcGIS.Chapter five: Discuss how time series data model described in the database, and add the time series in surface water resources of Sichuan Province on the basis of geo-spatial database,Chapter six: Discuss the temporal and spatial data visualization methods, surface water resources in Sichuan Province with ArcGIS spatial and temporal data visualization, and analysis of the characteristics of surface water resources in the province and its relationship with time. at last, make paper deficiencies and further study.
