With the rapid development of Internet technology, GIS enters the Internet age. WebGIS which is based on B/S model is now springing up like mushrooms. It leads to a rapid development in various fields such that Geographic information is becoming more and more prominent in modern society.The proportion of WebGIS's composition such as hardware, software and data is usually as 1:2:7. Therefore, we can see that data play an important role. Generally, data in WebGIS can be divided into spatial data and attribute data. Currently, advanced remote sensing and measurement technology can provide spatial data with high precision for WebGIS. Then the comprehensive, accurate, timely updated attribute data is needed to reach a high quality WebGIS. However, current WebGIS can not provide the accurate, comprehensive, and timely updated attribute data to consumers easily. The main reasons are: 1) Since attribute data is very huge in the world, WebGIS companies have not enough human, financial and equipment resources to collect and mark them. They can only focus on large cities and some times even parts of a city. It will affect the usefulness and comprehensiveness of WebGIS; 2) In modern society (e.g., in China), Cities usually develop very rapidly. The streets as well as buildings change every day. As a result, the updation of attribute data in the existing WebGISs is far behind the development and change of the city. Thus, accuracy and timeliness of WebGIS can not be kept well.With the widely application of WebGIS, especially the free software, Google Maps, people can easily access WebGIS through the Internet to get the graph data. But, in current WebGISs, there is very few or even no attribute data for many small cities and communities (such as the university campus), which cannot satisfy the growing needs. This is a new problem which needs us providing a good solution. Folksonomy is a kind of organizational mechanism to mark network resources, which is used to classify and management resources. Thus, it may be a good way to use the method of folksonomy and Web2.0, which holds the idea of "All for me, and I for all".This paper proposed a method and framework which is based on folksonomy and Web 2.0 technology, i.e., FGIPS (Folksonomy-based Geographic Information Processing Systems), to solve the above problem. Firstly, it proposed a new model for attribute data collection which is based on folksonomy. Through folksonomy, people could mark their data to the WebGIS spontaneously. Then, this paper offers an invocation interface which is based on Web service to meet the programmers from different systems and platforms to easily access the attribute data across distributed or heterogeneous platforms. Thirdly, it proposed a method that using Mushup technology to mix up the online map services with the marked attribute data and publish them out. Therefore, users could obtain various kinds of Geographic information conveniently. Finally, this paper designed and implemented a prototype of FGIPS for a university campus with its surrounding environment, which is based on the above ideas and the actual needs of the society.
