Flood control information management system as an important and comprehensive non-structural flood control measure, its research and construction get extensive attention of various provinces and cities. However, there are several disadvantages in the existing systems, such as the high cost of remote sensing data and the lack of alarm wireless location. In view of this, the flood information management system based on Google Earth and the wireless location technology is designed and implemented. The system addresses the problems of existing systems, and achieves the efficient management of flood information, also improves the flood control capacity. The main research contents and research results of the thesis are as follows:(1) Describe the research background and current status of flood control information system and analyze the problems in existing systems. Raise solutions and technical routes that apply Google Earth and the wireless location technology to flood control information system.(2) In accordance with the system design principles, after conducting a detailed needs analysis, the thesis conducts in-depth research in system design objectives, architecture and function modules, system developing platform and so on.(3) Achieve the data format conversion through the research of shapefile and KML file formats and ensure the system data sources. In addition, the thesis uses Arc Engine to perform spatial analysis with shapefile, and through data conversion, shows the results of KML format on the Google Earth, realizing the spatial analysis function of the system.(4) Discuss the specific technical routes in the realization of system functional modules, and use VC++, Google Earth COM API to carry out secondary development to achieve the interception of the Google Earth map window, image browsing,alarm wireless location, flood control information query and spatial analysis and so on. Finally, take the city of Changsha for example to test each functions of the system, and achieve the desired objectives. Practice shows that, flood information management system based on Google Earth and the wireless location technology achieves the scientific management of flood information and improves the disaster alarm more scientific and timely. Meanwhile, taking the Google Earth and wireless location technology into the Water Sector is also a reference for flood control model innovation on Water Sector.
