| Flood concerning people's livelihood, social development, the success or failure of flood prevention is not only determined by flood control facilitie, but also determined by the level of flood control. The particularity of flood control decision-making context, problems and requirements determines that flood control decision-making is a class of complex decision-making problems. Although Information technology in water infrastructure, has made tremendous achievements, the building is relatively decentralized, standardized level is still low, large-scale promotion of common software is relatively small, redundant construction have occurred.Therefore, in order to conduct more scientific and more rational decision-making and the promotion of flood prevention and informationlization of water industry and e nrich decision support'sresearchtheory, this paper firstly analying factors of decision su pport and flood decision support effectiveness factors, such as communications betwee n human and computers,integration,information's geting,processing,saving,express ing,organizations and knowledge's collection,sharing,expressing,handing and model' s expressing,building,researching, and so on.Then, using experts's interview and qu estion survey analysis methods research.Second,based on the characteristics of complex issue of flood characteristics and using thinking of integrated combination of integrated and systems theory,this paper proposed the theme-oriented flood decision-making model,which respectively from to solve the complex problem of flood control, decision-making approach, subject-oriented information integration has done the design and analysis, and analying the feasibility of the model teoretically and empirically. While designs concrete implementation of the program of the model, pointing out that flood control decision-making knowledge map is the theme of the performance of visual forms.Third, regarding the theme-oriented decision-making model for flood control and existing problems of water information systems, combined with SOA thinking, web service composition, knowledge visualization techniques, combined with the actual needs of the field of water resource management, based on improvement of data acquisition system, data transmission systems, data storage and management system,proposes application support platform which supports for theme-oriented flood control decision-making model and provides a unified information processing platform for water information applications and construction of flood control decision support system, information information processing structures has a certain application and reference value.Again, the platform for the application support infrastructure, from qualitative to quantitative accordance with the comprehensive integration of thinking, specifically designed and implemented in a comprehensive and integrated platform for visualization of knowledge and decision-making themes and visual expertise of knowledge map, can solve the water area of data integration, information organization and knowledge management issues such as heterogeneous data and information sources across space and across time, effective integration; different application systems integration; leaders in decision-making consultation with other experts.Then, for the application support services part of the application platform, according to Web services standards, this paper abstracts water business as water resource management component, designs water component description model and development of standards for component software according to the Web services. We can guarantee to rapidly build an integrated water resource management and application of information systems and decision support systems to achieve water resource management and application customization on an integrated platform according to the standard components.Finally, the application of theme-oriented model for flood control, application support platform, water components on flood control decision-making in Shaanxi. |
