As an important component of the nature environment, climate is vital to human survival. Every change of the climate can make an effect on nature co-system and social economy. The effect will be multi-scale and multi-level. As an important nature resource, also climate is the main component of nature environment. Therefore the effect on social economy system will be from two aspects. At different degrees, climate-change has affect on every aspect of global and regional social economy. Varying with the location, time, society development levels and the environment condition, the social system is sensitive and vulnerable to climate change. The Huaibei area is situated at our country north and south climate intermediate belt, is the warm temperate zone half moist monsoon climatic region. This area climatic change diverse, the dry water logging is frequent, but this area also is our country's grain main production area. In view of the 21st century whole world climatic change the challenge which brings to the agricultural production and the agriculture ecosystem, studies the whole world climatic change to the Huaibei area agriculture water resources, the farmland soil nutrient change, the crops growth, crops plant disease and the weed, the food security and agriculture aspect and so on ecosystem structure and function influences. How uses the science development view instruction to be supposed to the climatic change, the realization reasonably makes use of favorable conditions and avoid unfavorable conditions using the climate resources and the realization, relates whether realizes the human and the natural harmonious development.This article take the Huaibei area of Anhui Province as the object of study, uses of data of the weather stations in Huaibei area from 1953-2001, uses mathematics methods and the geographic information system (GIS) technology and so on wavelet analysis, interpolation, from the time and the spatial angle, has carried on the analysis to the Huaibei regional climate change. In the recent 50 years, the Huaibei area annual mean temperature change divides into three time intervals, namely 1953-1971 year, 1971-1986 year and 1986-2001 year three time intervals. In 1953-1971 year time interval, the annual mean temperature general trend performance is the drop, this tendency continued continuously to 1971. Hereafter, the annual mean temperature changes the elevation of temperature tendency. In 1971-1986 year time interval, the annual mean temperature ascension is slow. In 1986-2001 year time interval, the annual mean temperature rises suddenly.Through the time series research which establishes to the Huaibei area near for 50 year temperature statistical data indicated, near for 50 year yearly average temperature by 0.2℃/10a speed rise. From 50 year precipitation time series which establishes may obtain, for 50 year Huaibei's precipitation performance are "steady have fall", by 0.013mm/10a speed degression. Looked from the four seasons water hot combination value regional distribution that, south the home court the water hot condition is good, north water hot condition relative bad, its value reduces by the southing north.Summer the water hot combination value distribution obviously receives the summer monsoon the influence, the precipitation to northwest reduces by the southeast, summer the water hot combination value to northwest reduces by the southeast. Spring, the fall and the winter water hot combination value distribution basic is reduces by the southing north. Embarks from the climatic change to the Huaibei area agriculture ecology influence present situation, according to the Huaibei regional climate change characteristic, the definite agricultural ecology should to the climatic change main question. Unifies the Huaibei area actual situation, is clear about should to the climatic change basic principle and the essential target, the determination should to the climatic change measure.
