With the Population explosion, land degradation and environmental change, social development still faces severe challenges. As human's living space, the sustainable using of land resources has become the attention core of government and society. In recent years, Jilin agriculture is developing really well, the comprehensive productive capacity of agriculture has been enhanced significantly, and composition of rural production is improving steadily. However, there are still many problems in agricultural production that the farmers are engaged in agricultural production ignoring agricultural climatic condition, precipitation and so on.Design of Soil Information System for Agriculture applying GIS technique is the direction in recent ten years. The development pattern integrated with GIS component software and more powerful exploitation platform has become the developmental tendency of technique. The Soil Management Information System can provide a technical support for the management and decision-making of soil users. With the viewpoint, the subject " Design and Implementation of Geographic Information System for Soil Fertility of Jilin Province" try to guide agricultural output for the relevant Agriculture departments.According to the information in recent three years such as soil attributes, air temperature, precipitation in JiLin province, the article designed and implemented the Geographic Information System for Soil Fertility of Jilin Province by utilization theory and method about geographic information system, software process, algorithm design and analysis. The paper introduced the theory, application situation and development tendency of GIS, in view of the present situation and characteristic of soil management information system application, investigated and studied the superiority and application situation of domestic and foreign correlative products, multiply analyzed the user's demand. Based on the analysis, took ArcGis as GIS development platform, MapObjects and VB6.0 as the development kits, proposed a Geographic Information System for Soil Fertility design, the design introduced every aspect of the Geographic Information System for Soil Fertility in detail including the plan goal, the system frame, the software structure, the hardware network model, the database design, the function of system, the system implementation and so on.
