Energy base of Inner Mongolia in Ordos Basin is one of the main succeeded Energy base for the country in the 21st century because of its abundant energy resources and mine resources such as coal, petroleum, natural gas and so on. And some key projects which have been constructed successively here have made great progress, including Sulige Economic- technology Development Zone.Whereas, this area is situated at the arid-semiarid area, and groundwater is the main water supply source for household, industrial and agricultural use. Along with the increasing demand of water resources during the construction and development of energy base, shortage of water resource will become the choke point for the development of economy and society here. In order to provide available water for this development zone, hydro-geological investigation in Wulantaolegai area, which is not far away from this development zone have been carried out.The elementary investigation has indicated that Wulantaolegai area has ample groundwater with high quality, and can be considered as a main water resource region that will provide support for the construction and development of the development zone. Through the approach of estimating the quantity of groundwater and forecast the changing tendency of the groundwater table under certain exploitation condition, using some scientific method all of these have greatly practical significance for the development and reasonable protection of the groundwater resource in Wulantaolegai area .In this way, the society ,environment and economy here can be developed in a harmonious way with sustainable utilization of groundwater resource.In this paper, the following five parts have been studied and concluded:(1) First of all, according to the requirements of building Wulantaolegai water resource region in Cretaceous Ordos basin ,the purpose of the investigating study has been proposed .Then practical significance and theoretical significance have been analyzed distinctly about evaluation of groundwater resource in this area;(2) Focus on looking for a reasonable method to calculate well loss in pumping test, which is one of vital factors to preliminary determine the hydro-geological parameters. From the trends and orderliness of drawdown changing process during pumping, one curve which reflect the relationship between drawdown and time in step-drawdown test in the semi-logarithmic coordinates has been drawn. Focusing on all calculated results of well loss from each pumping well, the relevant curve between aquifer drawdown and actual drawdown have been drawn, the relevant equations can be expressed as: y=0.9033x-1.5461.In this way, the preliminary hydro-geological parameters with the help of Aqui test software can be closer to the reality.(3) On basis of analyzing meteorological, hydrological, geological and hydro-geological data, the following tasks have been carried out in step :analyzing the buried and distribution condition of groundwater in this area, finding out features about the recharge, runoff and discharge of the groundwater; analyzing regional geological and hydro-geological structure, establishing the hydro-geological conceptual model in Wulantaolegai area; establishing the groundwater numerical model by Visual MODFLOW software ,discreting the very domain from temporal and spatial angle, ensuring the budget zone, accomplish the calibration and verification of groundwater numerical model. Through all the work the state of groundwater flow can be modeled factually.(4) Precipitation is a vital part in groundwater recharge. In this article, in order to forecast the precipitation in the next 10 years, fuzzy sequential cluster and Markov chain with weights have been mixed. With the history number series and this method, the precipitation in 2005, 2006, 2007 can be calculated. Through making preparing between calculated results and actual values, the errors are all less than 20%.So this method is scientific and reasonable, which can be used to forecast precipitation in the next 10 years. In theory precipitation series data and changes in the internal structure of the law have been taken into account in this method, combining with the theory of the statistical analysis, fuzzy set analysis, effective integration and so on. With this scientific and rational method, the prediction model could be more exact.(5)In combination with other sources and sinks for the next 10 years, the prediction model has been set, which could be used to predict dynamic characteristics of the groundwater level, make analysis and evaluation for the reliability of groundwater resources, and finally get the recoverable resources of groundwater:11.82×104 m3 (2.1×104m3 from phreatic water; 9.72×104 m3 from artesian water).
