As the wide application of computer technology in graphics, electronic maps came into being. The appearance of electronic maps extends the application of maps to a wider area. From the decision-making to the municipal construction, from the dissemination of knowledge to the management of enterprises, from mobile Internet to the e-commerce, no field can live without the electronic map-based applications and services. In recent years the gradually arising of China's navigation and positioning, and the local digital construction, has begun to infiltrate the application of the electronic map to every aspect of social life. The application of embedded electronic navigation maps is a hot topic during the current development of geo-information technologies (GIS), which can be widely used in military, field mapping, medical, moving targets navigation and other fields.The paper mainly provide users with all-round, full-time space position information services based on the electronic map through GPS technology with electronic map located on smart-PDA / cell phone hardware platform. Users can understand the surrounding region, geographic information; achieve spatial information query, path planning, voice navigation when he/she uses electron map on the location of real-time calibration of the browsing functions.This article first introduce us the PDA and cell phone status, characteristics and development trends; analysis the characteristics of the hardware environment which the system relies on;, identify the key study of this thesis is on the electronic map data organization, map-matching methods, path planning Discussion on the Ways.On the methods of navigation electronic map, the thesis provides date organization method of the objects which the thesis refers; the dynamic data organization method; the map matching method based on fuzzy logic; the heuristic search methods based on the hierarchical path.On the design step of the navigation electronic map, according with the principles of software design and function , the thesis divide the system-level structure and describe the main functional modules, such as map data module, map matching navigation module, and path planning module in detail .On the implementation of navigation electronic map, the thesis analyses the operating system which the software is based on. Finally, in order to affirm the feasibility of the design, the thesis gives the effective drawings of the electronic maps which is based on PDA and development of map-matching and navigation modules, the road path planning modules.
