Ground Fissure is a severity Geological Disaster at using of resources, environmental protection, economic development, city building, and people's lives. It's has some character such as generation slowness, standing for a long time, influence a wide area, complex in mechanism of genetic, and difficulty to control. All of these are obstructions at development of the economic.The focus areas of the Ground Fissure study are Xi'an, Handan and Datong. Xi'an Ground Fissure is famed for its serious harm. In Xi'an, the study of Ground Fissure has been fifty years, and accumulated a great deal of information. But, for not has a database information system, the Ground Fissure data are scattered and disordered, so affected people can't to comprehensive understand the problems. To Ground Fissure, both for the causes of in-depth study, and its national economic development, urgent need to establish a management, search, analysis platform as one of a database information system.On the basis of full investigation market demand, and summing-up the current similar software development experience, the paper are adopted Life-Cycle to guidance system. In the system design stage, it's focused on use of data flow to analysis the demand information of the system, and, conversion these into data structure and software architecture. Finally, in the platform of ArcGIS Engine 9.2, preliminary exploration the system functions with Language Tools of C #. Net.
