China is a country of frequent natural disaster, and earthquake is one of the most serious natural disaster we are faced with due to its outbursts and strong destruction. Research on earthquake is very complex, and GIS as a high-tech technology integrated computer graphics, database and spatial topology information in storage and processing spatial information, has become one of the core technology in seismic study. At present, GIS is at a developing stage of drastic changes, including two important branches: WebGIS and 3DGIS. WebGIS is the application of Internet and WWW technology in GIS and 3DGIS is the application of virtual reality scene in traditional two-dimensional GIS.Google Earth is a very popular"Digital Earth"software all over the world invented by the Google Company, using the WebGIS technology of B/S frame, providing remote sensing images of various precision according to regional location through internet, supporting the composition and display of 3D model, and providing the display function of GPS data. It achieves effective integration of"3S"technology in deed, is perfect application of current GIS technology.It is useful to import Google Earth to traditional seismic industry. The development of the professional system adapting to seismic application on the basis of Google Earth platform, combined with special knowledge in the seismic field, not only avoids the development starting from scratch and makes the best of resource of satellite images provided by Google Earth, but also can exhibit the earthquake information vividly. It has a good effect on saving the cost of development, shortening the period of development, popularizing seismic knowledge and improving work efficiency, meanwhile it can be used for reference to earthquake emergency and disaster rescue mode innovation. This is the primary reason that the lecture uses Google Earth as research object to develop the Earthquake Information Issue System.The lecture introduces the origin, feature, application and effect of Google Earth firstly, discusses the design and realization of the system from the technical point.The system uses the WebGIS technology of B/S frame, adopt Microsoft Visual C++2005 as developing tool, based on .NET2.0 framework. It deploys database in local server to put data, can permit a great deal of clients'accessing and operation at the same time. In the client, it deploys Google Earth software and client program, connecting the local server in the LAN to real-time database access, besides it needs connect the official database of Google Earth in the WAN to real-time download the resource of satellite images when users browse the program.The system has six main relative independent modules in the function: (1) GE control module, used to call the GE software and achieve its control; (2) basic geographic information module, used to exhibit the basic geographic information in the GE earth area; (3) earthquake disaster evaluation information module, used to update the disaster evaluation information of the devastating earthquake in the GE earth area; (4) earthquake disaster area live information module, used to load high-precision RS images or aerial photos, and the data of live words, pictures, video, audio etc., as well as live 3D scene; (5) earthquake rescue and navigation module, used to achieve the function of navigation and tracing rescue line using GE to assist GPS; (6) history earthquake information module, used to query and locate results in the history earthquake catalog.The lecture further discusses the key technologies of the system, including the application of .NET and GE COM API, and then explains the KML data format used by system and the original Shapefile data format, achieves the data conversion from Shapefile to KML.Finally, the lecture gives a expectation to the next work. The system focuses on practicality, through advanced"3S"technology, provides a good platform exhibiting earthquake information for administrators, scientists, experts and ordinary people. The system can look on earthquake emergency services, providing a scientific basis for the experts to make a right decision. So it has a high practical value to the development of the system and will be a good application in the seismic industry.
