Specific performance in the following: The first is the lack of complete and authoritative information on file. Urban professional files scattered in different units and departments, so it is difficult to fully grasp all kinds of details of municipal facilities, and the problem is the lack of an effective integration and carding, the lack of timely updates and Perfect, the lack of resources share; The second is the lack of an effective information management and use of means. a large number of drawings and data files kept in paper form, access to and use of difficulties, so especially in emergency situations, it is very difficult in The vast database quickly find the necessary information; The third is the lack of an effective means of collecting information and feedback, so it is difficult to detect the existence of municipal facilities; The fourth is the lack of an effective regulatory approach. It is difficult to implementation of effective supervision for municipal facilities management, and to ensure that the problem found in a timely fashion, address quickly, and disposal in place.The paper takes Guangzhou"Digital Municipality"project as a background, organic unifies municipality management and spatial analysis in together, takes the global administration, overall evaluation's thought as the instruction, with the advanced computer auxiliary technology and the geographic information (GIS) technology establishes city"Digital Municipality"basic geographic information platform. The platform for the unified management and maintenance provided graphic display, data management, support spatial analysis and other functions. It provided the scientific and convenient information management platform for municipal building, conservation and management and emergency rescue work. The paper has completed the main content and the research results as follows:(1) Completed the system design and database design; Achieved "Digital Municipality" spatial database, and developed a database of data storage module and update the module.(2) Through the GIS spatial analysis technology research, this paper designed and realized pipeline section analytical, statistics topic analysis and one knowledge-based pipeline conflict analysis. Pipeline conflict analysis includes vertical distance analysis, horizontal distance analysis and intersection analysis. Spatial position analysis provides support for decision-making purposes.(3) Through research on GIS network analysis, this paper designed one data model based on pipeline network tracking, and achieved pipeline burst analysis and flow analysis. When the pipeline burst accident occurred, the system showed that closed valves information and affected users information by user-specified location of the accident, and dynamic display on the map; flow analysis can generate dynamic information of the water pipes flow.(4) Design and Implementation of a three-dimensional landscape analysis. Through ArcScene building 3D modeling on municipal data, including terrain model generation, building model generation, pipelines and points model generation and three-dimensional display.
