Principal component analysis is a multivariate statistical analysis method which can translate most indicators into a few irrelevant composite indicators (Principal component). Because it can eliminate the effects of different dimension and the information overlap of inter-related indicators, in recent years, the method has been widely used in the socio-economic, management, natural sciences, and other fields, especially in the comprehensive evaluation system.In the use of principal component analysis to the comprehensive evaluation process, as some scholars not deeply understood the principal of principal component analysis and the definition of principle component, they had made a lot of mistakes in their papers.By analyzing the theory of principal component analysis and the characteristics of comprehensive evaluation, it has confirmed unreasonable practice in the process of the comprehensive of evaluation principal component from the theoretical and practical examples. This paper has given the necessary and sufficient condition. It could guarantee which principals component was a comprehensive evaluation. It has clarified the differences between the size of the information contained by the principal component and the level of comprehension. It has proposed an evaluation system combinated by qualitative and quantitative for sufficiently using the effective information which the shape factor (reflect the structural differences between the indicators) provided. By an example, it has also explained the process of evaluation.
