Three gorges project is a wonderful hydropower project. According to the impounding plan of the three gorges, the reservoir will impound during winter and decrease during summer after the finish of the three gorges project, and the water level of reservoir will change in 30m.After the Three Gorges Project finishes there will form the Water-level-Fluctuating Zone which have the height of 30 meters between normal store level 175m and flood prevention control water level 145m. The changes of the water level of reservoir will affect the stability of Water-level-Fluctuating Zone from the impoundment in 2002 .Thereby it is not only an complicated theory problem but also an important application of engineering that to research seepage character of bank slope and stability of slope.Based on the environment of the Water-Level-Fluctuating Zone,the paper generalized the classification and distribution of the Water-Level-Fluctuating Zone, analyzed the regularity of the deformation due to the change of the water level. Mechanical model was established applying the theory of limit equilibrium considering the change of the water level.Based on the simplified formula of phreatic surface , the phreatic surface is obtained under the different water level. According to it , finite element model has been established. The paper analyzed the displacement field,stress field and stability of the Water-Level-Fluctuating Zone in different water level.According to the character of the Water-Level-Fluctuating Zone, the model suitable to utilization and exploitation was presented . Moreover ,the crossbedded framework( bridge ) was established . On the basis of analysis of the type ,character and applying condition ,the feasibility of the structure was proved .The paper described the establishment of the ecological environment in Water-Level-Fluctuating Zone. On basis of the analysis of the Environmental problem, ecological environment evaluation system was established. It put forward some items of corresponding countermeasures.
