In order to put china's system of compensated utilization of the sea area into Effect, accelerate the step of sea area resource assets management, enforce the foundation of bringing accounting of ocean resources into accounting system of national economy, it is required to evaluate each type of sea area use. The thesis develops the information system of sea area grading and pricing under the research of sea area grading and pricing principle and based on the GIS technology and database technology. The main contents of the thesis include:(1) Research on the sea area grading technology. Include: the purpose and object of classified sea area use grading; principle of sea area grading; method and technology of sea area grading. The system of effect factors of sea area are built based on thorough analysis of the feature of sea area, which are then quantified by different methods according to the inherent attribute of effect factors; explore the methods of plotting evaluation cell, confirming the weight of effect factors, calculating grading index, separating grades consulting the method of grand grading.(2) Research on the sea area pricing technology. Include: pricing system of sea area; principle of sea area pricing; methods of evaluating the norm price of sea area use and determining the criterion of sea area use price.(3) Overall design of the system of sea area grading and pricing. Include: feature of the system; designing rules of the system; choice of platform; design of system flow; design of system function modulars; designs of system database and platform of software and hardware.(4) The system of sea area grading and pricing are developed. The main functional modulars of the system include: creation of the effect factors system; quantification of the effect factors of the lingual type, inter-zone type, numerical type, point diffusion type and line diffusion type; calculation of weights of effect factors with the Analytical Hierarchy Process (AHP); evaluation of sea area grading and display of the results; evaluation of the price of sea area.In this thesis a prototype of the system of sea area grading and pricing is developed. The system can improve work efficiency of sea area grading, and it can also realize and improve precision and quality of grading and pricing production. It is an important part of the sea area management information system.
