With the development of the satellite remote sensing and aerial photography technology, especially the commercialized small satellite remote sensing imagery with high resolving power, more and more geographic information is obtained through the remote sensing. The remote sensing image data gradually become an important source of information for the Geographic Information System (GIS). Meanwhile, the amount of data is grouping in geometric progression. So the management and transmission of the massive remote sensing image data are put into a higher demand. On the other hand, with the rapid development of Internet technology, the sharing of geographic information resources becomes technically possible. It has become the consensus to realize GIS data and information access, publication and sharing through Internet. However, the contradiction between the massive remote sensing image data and the limited bandwidth of Internet seriously impacts the full application of the remote sensing images.Image Web Server 7.0, developed by Earth Resource Mapping, an Australian company (hereinafter referred to ERM), uses enhanced compression wavelet (ECW) technology, and under the premise of guaranteeing the quality of the imaging data, the amount of data is greatly reduced, thus facilitating the management of a huge remote sensing image data, also reducing the bandwidth requirement for image transmission online. It allows users, at one end of the browser, to brows and roams in time the high resolving power images. It can serve the needs of any image application through Internet.In conjunction with the state's"Chinese Earth System Science Data Sharing Network"project, on the basis of the analysis of current commonly used image data network distribution model, this paper explores the function of metadata in remote sensing image network distribution, analyses the image metadata standards and distribution processing mechanism in the sharing network, and meanwhile studies the organization and management of the image data. The paper proposes the organization and management model based on the ECW wavelet compression and paper forms, analyses the characteristics and advantages of ER Mapper technology system in remote sensing image processing and distribution, and proposes the integration of sharing network metadata mechanism to retrieve and inquire by using ER Mapper in processing image data. This can retain the existing data structure, and meanwhile uses IWS image network servers to distribute and glance in time. This paper proposes the organization and management of the massive remote sensing image data with the help of ERM company's ECW enhanced wavelet compression technology, and the solution program of image distribution system under the support of IWS. At the same time, the paper proposes the integration of a powerful sharing network metadata managing and distributing system, expanding and supplementing the current sharing network image distribution system. Finally, the paper will submit a prototype of a remote sensing image data browses system as a product. Study has proved the construction of image distribution system on the basis of ER Mapper technology is an efficient solution plan.
