The system in this paper put forward the project of design, the project of observation, the project of data processing of the GPS net and so on, in which it considers sufficiently the combination of theory and practice, the combination of theory and application. The establishment of high precision GPS net in areas can not only establish accurate area geodetic plane control frame which is consistent with the geodetic coordinate of the nation, but also acquire rapidly the height of the terrain point So it will improve infinitely the traditional operation mode of height surveying, and satisfy the need of the basic geo information of Digital-Rugao, and quicken the building of digital city. It has very important scientific meaning, social benefit and huge economic benefit(1) Through the analysis and comparison of the basic control data information of Rugao, it puts forward the design, implementing and applation of high precision three-dimensional (GPS) space fundamental net of Rugao, which is the basic idea of the realization of the high precision three-dimensional (GPS) space fundamental net in this paper.(2) Through adopting many-points fitting to solve GPS height in this project, its result shows that the precision of GPS height can reach to the precision need of third or fourth-grade leveling. When the number of the combined-measuring points lacks, the precision of model based on the estimation of fitting rudimental error is not always reliable, which is always higher than actual precision of model. So it must be paid attention while using.(3) The choose of the fitting-points has great influence on the GPS Height The points chosen must distribute equably, but they should locate on the feature points and surround the undetermined points as many as possible. For the area in which the change of terrain is not so complex, the fitting curve can extend properly, but the precision of interpolation is higher than the precision of extrapolation and it needs enough combined-measuring points on the edge.(4) In traditional height measuring, it mainly depends on the leveling of...
