Temporal GIS (TGIS) is one of the important domains in the GIS research. It has also become the hot spot that people always study. The organization core of the temporal GIS is the space-time database, and its concept foundation is the space-time data model. The key question of the temporal GIS is to establish appropriate time and the spatial union data model called space-time data model. Time data model can effectively organize, manage and consummate the temporal geography object's attribute, space and time semantics, and then in order to reappears the historical condition, track change, and forecast future.According to temporal GIS and the space-time data model elementary theory, this article has improved and the expanded the base state amending model as the foundation, and has proposed an operated, highly effective space-time data model, the base state amending Object-Oriented space-time data model. The base state amending model solves the space-time data memory problem, but the Object-Oriented data model solves the space-time data organization problem. The two unions may effectively solve the space-time data memory and the organization.The independent development research, Lu Shun running water information system (T-GIS), carries on the further confirmation to the theoretical model. From the demand analysis, overall structural design, database design and realization and system function realization unified the data model the application, it carries on the introduction. The system has used the module type method of exploitation, and taken the ESRI Corporation's MapObjects as the backing, directly using the Shape document as well as the dbf table to take the data platform. It is developed in the platform of Visual C++, and unifies MapObjects to hold to the Shape document data controls. The method can realize the chart level elementary operation, the data storage process, the historical data index, as well as the history data inquiry. The application result indicated that, it is usability for the base state amending Object-Oriented space-time data model to realize the design and the development of a small geographic information system.
