| In recent years, Geographic Information System (GIS) is in a high speed development period in theory and application. Based on points of view in the application of GIS, the applied realm of GIS has been extended continuously, from the traditional.applied realm, which includes military, government, educate and public enterprise etc., to the common business realm, including the bank and finances service and transporting the logistics, real estate and markets analysis, the agricultural product bargain...etc.. And at the same time, GIS already is able to work for individual, customer and clerk to provide the Geography Information Service that they want. The applied realm of GIS so extensively that hugeness customer will be satisfied by the applied system they need developing from the general GIS system.Any GIS software, domestic or foreign, is impossible to satisfy all the needs of each customer, and so GIS customization and secondary development will be needed. After a research on present actualities of domestic and international, lots of GIS software developers has already made for the professional development and customizing development, so core GIS software development can give attention to core software development and engineering development. But the mission of GIS application programmers is to establish the special application function or to customize the function for the end users. And therefore it's necessary to have a research on the theory and practice research of GIS customization.Based on the investigation both in domestic and foreign, this paper analyzes the current situation, characteristic, theory and technological support of GIS Customization, and proposes a three-layer development model of GIS Customization including GUI, Geographical processing function, and data management. Through cases of Digital Agriculture Spatial Information Management Platform, and Comprehensive GJS Platform of Jing'an zone, Shanghai, the necessity and feasibility of GIS customization has been reasoned.This paper consists of four parts.
