The thesis of this article is to realize the Wuxi City Planningfacilities comprehensive system constitutes. The end result ofthis thesis is,by studing the business data of the six urban facilitycompanys:Fuel Gases Company,Drain Company,Street LampCompany,Environmental Hygiene Company and Urban FacilityCompany, aiming at the Special struction Of pipe data ,toestablish a common GIS plantform. According to right power, themanagers of the six company can operate all kinds of editor(suchas amending, moving, adding, deleting and attribute editor) of hiscompany data;Power managers can not only rectify thecharacter value and fields attribute of the current layer, but alsowrite them into database. At the same time in owner companydata editing, managers can have other company data asblackground, thus he can manage better.Pipe underground is important establishment in city, is thesubstance base of a city survival and development, is assumingthe waftage work of information, sources and substance ,is thelife of a city. Therefore,as management of pipe underground incity, whether efficiency or science both directly effects functionexertion of city , social economy development, and involved inpeople's life and social stability greatly.GIS used in pipe management is a new development aspect, therefore GIS is familiar with people but not special skill ofexperts in some fields. ESRI company is standard of GISsoftware domain, which product – ArcEngine not only beprovided with vigoroso expansibility, but alsoWith limitless expansibility. This system adopts ESRI company products ArcEngine, spacial data engine ArcSDE , and Oracle9i database ,programmering language Visual Basi.NET , Visual C#.NET,develops a simple GIS plantform successfully. The systemrealizes common desktop GIS function, it's difference is that thatis an independent GIS plantform, developed by ArcEngine ,is notrestricted by specialty and is not only a query system, but also amanagement system. And that , this system is designed anddeveloped , aimming at pipe special data structure. In my interface design, main interface was used standardWindows form. Because the interface is in the face of clients, and clients is not familiar with GIS, so I design the systeminterface in accordance with most people's habit. The holeinterface is divided into six section, the system offers informationto clients through six sections. The six section such as Menu,Toolbar sextion----this part offer the system toolbar as function, itcan help the one who are not familiar with GIS. Map LayersDisplay section----this part display all map layers through treeframe with perspicuous and convenient way. Map Displaysection----display current image map data,SDE data and localdata. Eagle Map section----displays eagle map. Quary,Statistic,Analysis Result Display section----display the client operatesresult. For example :displays quary , statistic and anslysisresults.Register section----to show current system states, suchas, show the name of current map layer. From the functions, the system has realized all functions ofthe general desktop geographic information system. There notonly basic function of GIS: zoom, pan ,full extent etc.;but alsocomplicated geographical data management and inquiryfunctions, such as inquiry of features spatial and attribute data, buffer to the certain feature and find spatial objects through SQL,especially a inquiry way to GIS data of one-to-many andone-to-one in this website. one-to-many means inquire allfeatures in the layer that appoint by users, and one-to-onemeans users can inquire about a key feature's attribute andspatial information by choose a field value of this feature. Inaddition utilizing the characteristic of tree structure, the functionmakes layer easy to be visible and active on any tree's node.
