In the past few years, due to the improvement of the network and 3S techniques, the probability of geoscience implementation of the multi-user geo-collaboration is coming closer and the application of the geo-collaboration had more practical signification, particularly in the design and management of the urban planning, and the collaborative urban planning based on the distributed virtual geo environment is the future of the urban planning. Because of the similarity in structure and function between DIS (Distributed Interactive Simulation) and virtual geo-collaboration system, there is also the time-space coherence problem in the geo-collaboration system, which is based on the virtual geo environment: the clock incoherence of the network node and the delay of the communication result in the time incoherence; the incoherence of space description and the operation lead to the space in coherence.The time-space coherence research in DIS and the partial method to deal with incoherence of the time-space problem in DIS are used for reference in this paper, the technique of management and display of the 3D data in GIS is also considered. The conception of the virtual geo-collaboration and the aim and the signification of studying the time-space coherence are introduced in the paper first, then the aim of the space coherence and the time coherence accompanying with the basic problem in it are described in the latter paper, the methods to deal with the incoherence problem is also described, last a prototype is designed to demonstrate the correctness of the methods of dealing with the time-space incoherence problem in the geo-collaboration.
